Prius 08 halogen headlight replacement assembly doesn't come with grommet?

I recently bought a used Prius and found out it needed a ballast, I bought a headlight assemblys off rockauto thinking "for this price it probably comes with them" but no no ballast came with them, then for me to find out the headlight assembly was for a halogen not HID so i decided I'm going to do the conversion just to test my skills (ive never soldered or spliced before) but im looking at the new assembly and it doesn't come with a cover for the headlight, it just had some very sticky black tape coving the main headlight housing. No other parts came with it the HID grommet doesn't fit the halogen so I can't reuse it.

So Does the halogen not need one? Does it just sit in the housing with no cover just being held on by that little spring loaded metal clip?
