In the market for a 3rd gen and saw one that looked lowered and had nicer looking 17" wheels which I prefer over the Persona Series wheels. What years and trims was this package offered on and what's the best way to find Prii with this package besides looking at pictures? Also what else came with the Plus Package and how does it differ from the Persona Series? VS995 ?
17" wheels were stock on the 2010 Prius V and 2011-2015 Five. Look for and download the 2010-2015 sales brochures so you can see what was offered each year. If the car is lowered then it has aftermarket parts and probably the wheels. Most of the ads for a V or Five misidentify the car so you'll need to know what is and what isn't included in each package.

The Persona rims and the the 17" rims on levels V/5 are physically identical, just the Persona are slightly darker. These are the regular tint, non-Persona:
