You can buy an hour of access for about $4.00 to toyota-tech.eu which will give you access to parts list and diagrams. Once you have the part number you can see if you can find a better price online.

 

$450? Seriously?? And what is there to "diagnose"? It's pretty obvious what's damaged.

Can't tell from the pics . . . is the expanse of the cover actually torn up? It looks like the damage is confined to the area where it attaches to the chassis. If so, I'd be fixin' that with super glue and/or nylon cable ties.

My old '98 Honda Accord Coupe had a fairly large plastic cover in the front and the mounting holes got ripped from parking too close to a high curb stop. I just poked a couple small holes in the area next to the torn ones and used heavy duty nylon cable ties to secure it. Worked just fine and held for years. Cost: about 50 cents.

One of the things I really like about the Prius is that the front clears curb stops easily. It has considerably more clearance than my old Accord or my '08 Civic Coupe.

 

Toyota USA parts site used to be a walk in the park for stuff like this. Now it’s a disorganized mess. You could try that first, but be prepared for frustration...

I'll second the zip ties, glue, and/or duct tape repair. No one is going to see it. As long as it is secure enough to not be rattling, it is doing its job.

IMHO,
1. I'd remove that plastic fastener.
2. drill 3 small holes 90 degrees apart on the main cover around the broken attachment point about 1/2 to 3/4 inch back from the edge.
3. then run zip-ties through those holes and that plastic fastener mounting point.

You'll have to cut those zip-ties, if you remove that cover - but zip-ties are a lot cheaper than those plastic fasteners...

 

@apezam1 can you get the car raised a bit, and a more overall picture? There’s likely some cheap and effective fixes. Taking the broken piece right off for repair would be good. There’s usually a way to repair that’ll be solid and last, cost peanuts.

 

I had something similar in my current car - broke some undercoverplastic while doing a wild manover over some hidden curb. It was not that bad so I waited for my next official dealer inspection appointment where we could properly look below the car. They just fixed it too with zipties as they said its not worth it to properly replace it.

It looks like there are 4 or 5 pieces that attach to it or attach around it. Good idea to remove it and take a look at exactly what part(s) you need.

 

Where did you find that? I got nowhere fast looking at Toyota USA (revamped) website.

At parts.toyota I looked around the list too --- I swear they have every single oring nujt bold stud gasket body and engine part for the 2023 models listed individually.

when I keyed in 2023 at toyotapartsdeal it went straight to the BZ4X
I didn't try adding another car, but I deleted the bz4x and tried the make model trim entry again and it went right back to bz4x. Yeah gettin used to the changes for this gen is gonna take a while.
