I know how to jump start the Prius with a dead 12v battery from another car but I was wondering if you could use your Prius to jump start someone else's car? I figured you couldn't because the engine isn't always running on the Prius but when with the engine off the 12v is on and sending current to the car. If you could use the Prius to jump start someone else how would you do it?

Manual says don't. Period. I always carry a battery starter.

You can jump start another Prius, but the CCA required by a normal 12V starter is too high.

If it is life or death, be very careful of polarity as hooking up backwards is a $4000 mistake. Hook up and charge for a half hour in ready, then unhook and try to start the other car. Do not try to start while attached to the Prius.
