This looks totally legit. I think every Prius owner that can run their ICE at 6000 RPM and still notice a 5-10% difference in ICE HP output should get one right away. Don't forget, all it takes to keep it from voiding the warranty is to uninstall it prior to every service visit.
Bunk. Think about it this way, motorsport enthusiasts pay thousands and thousands of dollars to gain just a few horsepower, yet this guy claims to have a device which will boost your horsepower by 20% for $35? Besides, all this thing does is advance the timing on your engine. No rocket science there. People have been doing it for years, and there are some serious consequences for advancing it too far. At the least, you will put yourself in real jeorpardy of having Toyota refusing to pay for any warranty claims on any of the related systems that would be impacted by the installation of this device.
