There are three faster locations on the rear edge of the front wheel wells, the top one has a plug insert and the bottom two don't, they just have holes. The upper fastener is a different style, so maybe nothing is missing. I'm wondering why they would leave a couple of holes for road salt to fly into..?. Maybe they're planning on adding a mud flap someday.?.
Those are as they should be, at least, I've dealt with their counterpart on rear wheel wells of a gen 3 hatchback, so am familiar with them. I think they're meant to accept a mud flap screw. I've got the 17" rims, and on the rear there's a paper (yes) liner to the wheel well. I wanted to pull it off to see that nothing was accumulating, so managed, after a lot of finessing, to remove those fasteners. They're a total bear: there are 2 jaws inside, you can catch the tip with a pin (or very thin screw driver) and work it towards the centre while lifting on the fastener. Then you get to repeat on the opposite side jaw. Only takes about 1/2 hour lol.
