California for SURE. I live in Michigan. I see maybe 1-2 a week. When I was in LA earlier this yeat I saw 1-2 every 5 minutes. Seriously.
Toyota accounts for over 20% of all new car sales in Hawaii. Servco has over 500 million a year in sales. Servco asked for and received a higher allotment of Prius. There are A LOT of Prius here.

washington DC area had the highest average but that average was affected because of the HOV exception and the wider commute area so the density cannot be considered accurate since people would be coming from as much as 4 othe states besides DC. personally, i think Olympia, WA has the highest density of Priuses per capita
