You should be able to get a brand new package 2 if that serves you. I paid 25,8 with tax, fees, and licensure. Even though that is 2k out of your range, it is definitely worth it seeing that every time I get in the car I begin to grin as I look at my 54mpg average so far and depending on your commute, you can easily beat 54. It really depends on how long you wait to buy one. You could wait for the up's and downs in gas prices, for more production, competition, new models, or just buy one at the going price and enjoy it.
The going price is MSRP or a little under if you're willing to wait a 3 to 6 weeks on an honest dealers waiting list. For $22K, you should be able to get a brand new package #2 base.

I would hope that no one out there is selling Prius by the slice, so I'd hazard that you should be able to get the whole thing. Joking aside, this really is a sellers market and the answer is going to depend alot on where you're at, and what you're willing to do (by way of travel/shipping) to get the car. This includes the market for used cars. Look around, have you checked e-Bay or Carmax? If what I understand is true, used Prius are going for around MSRP on a new one. Like with shopping for new cars, not many of us here are currently "in the market", but I think we've all heard the mantra of "be persistent and you too shall be rewarded." Best of luck to you!
Delivery is already included in the MSRP. Even in CA, with TTL + DOC, that's still well under $25K. I'm really not certain where you came up with $27K.
