HID Hi-Beam blowing fuse

    My 2006 Prius headlights work fine but when I toggle to hi-beam only the driver-side goes to hi-beam, the passenger-side doesn't and every time I try the 10amp fuse blows. I have tried the following:
    1. replaced fuse
    2. replaced bulb
    3. replaced ballast
    4. made sure shutter not stuck

    I can hear the H-LP and DIM relays click. What should I try next? Replace the HL-P or the DIM?
