You need to source or buy the lower grill with foglight openings. You'll also need to get an oem type foglight kit (foglights, wiring harness, and switch) from the priuschat store or ebay.

FYI, most Toyota foglights have identical mounting tabs on the housings. Therefore, as long as you get the proper grill with the foglight openings for your car, you don't have to buy a foglight kit specifically for a Prius v, a Toyota foglight kit for a Prius hatchback, Yaris, Prius c, Corolla, etc. will also work because you are getting the kit only for the foglights, wiring harness, and dashboard switch.
