Entune tag playlist?

I'm attempting to use song tagging on the Entune system and not having any success in getting the information moved over to my phone.

• 2018 Prius 3, current rev of Entune
  
• iPhone 7+, both iOS v 11.4 and 12.0
• iTunes 12.9.0.164

Here's what's happening:

• Select music with 'tag' button.
  Screen indicates one tag will be saved to phone
• Plug in phone through USB.
  Screen indicates tag has been saved to phone
• Get home, plug in phone to computer, start up iTunes, sync.
  Backup created but there's no indication of a playlist having been either created or updated.

What am I missing? I don't subscribe to Apple Music and didn't see anything to suggest that it's required. Backups are to my local machine, not to iCloud. I haven't found any other places where I might have something set incorrectly.
