probably not. The standard EBH for the Gen II and Gen III is 400W and is custom fitted right into the block itself--thus transmiting the majority of it's heat directly to the engine block. Even so, in the colder parts of winter it only gets the starting ICE temp up to about 120F. I don't think 200W, particularly if it's an aftermarket slap it on the outside type product will work very well. also, the dip-stick warmers are frowned upon by many.
Just bought a block heater from Toyota for $46 part # 00113-00213-00902. It gets coated with grease and slips into a hole in the block. Not sure of the wattage, it was listed but I don't remember.
