Endless brake system issues. Rock hard brake pedal.

    I have had endless issues with my 2005 Prius’ brake system. I replaced the actuator, the the master cylinder, fuses, the skid control ECU, done linear valve learning with techstream, bled the brakes several times for both “removed actuator” and “removed master cylinder” among other things. After bleeding the brakes for the master cylinder, my pedal felt great, but had the constant buzzer indicating low brake fluid pressure. Codes indicated that it was low accumulator pressure, so I bled the brakes for “actuator been removed” and now there aren’t any codes and the brakes work, but my brand new actuator kicks on every third pedal press and the pedal only has about 40% range of motion before it dead stops like a rock. This makes fine braking control very difficult because you go from very little to hard stopping on a dime. Honestly I’m so tired of it at this point I would just live with the hard pedal, but my actuator is going to burn out if it kicks on this often. The hard pedal is obviously also concerning. Any ideas what is going on here?

    Every third - fourth press of the pedal is about normal. The problem is when it runs every 7 seconds when the pedal isn't even being used.

    When the actuator on mine was going bad, it was making sound every 7-10 seconds. Does not matter if the pedal is used or not. Now it does it randomly.

    All the parts used were new and OEM?
