    How does it know if the car is coasting to a stop or braking so it does not become counterproductive to slowing down, if the control system is not interfaced with the engine control system?

    The Poulsen system (link above) supplies constant torque unless the brake pedal is applied when it goes into regeneration. I believe that the subject system uses a torque sensor as input to its algorithm.
