Electric motor doesn’t kick on

2014 Prius V , 145,000 miles on it.

Hi everyone , months ago I’ve noticed that my mpg was lower than before. I used to make 40-45 but now 30-35. After a while my radio and bluetooth player started to acting weird. It stops for a second and keeps playing faster for 2 seconds etc. while playing music. After a while my air conditioning blower started to acting weird but radio and bluetooth player started working perfectly! They kinda switched the place. So my A/C blows full power and stops for a second and blows full power again and again and again until today…. Today my air conditioning stopped working full power. It’s cold but fan speed is very very low. It starts blowing better after driving 10 min , but it lasts for few minutes.
So, I thinking about decrease on mpg , music player problem and A/C issue. I thought my 12V battery went bad. I went to 2 different store and they checked my battery and they said It’s fine. I went to 3rd store , he checked my battery and said needs to be replaced. It made sense to me. I replaced my battery but it doesn’t kick electric motor on. Radio and A/C fan works perfect! I’m very confused. Anyone has similar issues? Or any idea?
