    Easiest?
Go to a body shop supplier and buy the special flexible rubber bumper repair "goop".
Should include some support mesh so apply the support and goop over it on the inside.
Then once dried and firm, brush touch the color to somewhat fill the crack on the outside.
    Won't be perfect.
    Easiest vs cheapest.
Or put a bumper sticker over it.
Buying the flexible bumper repair kit may be the answer you were seeking?
    Good luck.

Where's Mendel with the pic of the crisscrossed zip ties repair?

That’s what I was thinking...white zip ties. Heat up the tip of a small screw drive and pierce some holes on either side of the split and slip them through and pull them tightly from behind.

Cheapest...Easiest? Duct Tape or Speed Tape.

Best? Pay the deductible on you insurance and they will replace the clip.

Yes, but black zip ties, much better. Like this:

Still, best bet would be @Kenny94945 's suggestion I think. Here at Canadian tire there's a bumper repair kit: 2 part filler, Fiberglas mesh, superglue, solvents:

    It’s a bit Frankenstein-ish for me.

Why trash an entire bumper cover because of a little tear?

Taxi/Limo needs to define and clarify his or her definition of "repair" before the question/s can be answered.

My Canadian Tire link went walkies, and Priuschat has closed my ability to edit that post, so a pic:

And hopefully a better link. I've used this on a bumper repair (not our Prius) and it worked well. The two part filler is tough to squeeze out of the tubes, and you have a somewhat limitted window before it hardens, but it works well, especially with the mesh. You're supposed to "tack" the repair with (supplied) superglue first.

From a utilitarian point of view, cable ties are the cheapest way to fix the OP’s damaged bumper cover. He did ask, “the cheapest”, eh?
