Why are there dots in the inside surface of the upper wind shield?
I am considering sticking a FasTrak® transponder up against the inner wind shield behind the rear view mirror and wonder if there would be any problem due to the dots.

To me it looks like sunshade like dots, which help create some sort of shadow.

You can stick the transponder over them, I've been doing that with my ez pass for many years now, no problem.

    1. It is a free "Count the Dots" game. Caution: play only at stop lights.
    2. It is a device to reduce driving under the influence - if you can no longer see the dots, you should not start the car.
    3. It is part of the SETI project. All of the dots when put together form a massive antenna to seek intelligence. If you registered your car properly, you should begin getting emails telling you the direction in which to park your car.
    4. They tell you it is part of the SETI project, but it's really a secret government program researching mind control.

If you are in California, I think the only legal positions for the FasTrak is in the lower left or lower right corners of the windshield.

My PeachPass HOT lane transponder works fine behind the "dots" sunshade

Bottom left link "FasTrak Mounting Instructions":
    Metro ExpressLanes

States that you can mount 1.5" from top of wind shield in center behind rear view mirror. Mounting in bottom corners makes for a long forward stretch to set the switch for number of car occupants.

I stand corrected. It's the bottom left or right or behind the rear-view mirror.

Sunstrips don't adhere well to those dots - something to think about if you're considering a mini-tint across the top 6"…

I went with the "directly behind the rear-view mirror" option.

I am late to this discussion, but I put my switchable transponder (for the LA toll lanes) in the center of the windshield just below the dots, behind the rearview mirror. The transponder is obscured from my direct view, and seems to be working just fine. I have a Pilkington replacement windshield.
