I purchased an 01 and had them print out the records from all the work that has been done at toyota dealers. There is nothing in there about having the crankshaft postion sensor replaced or the steering sensor thing done (both factory recalls on my car). Since I bought the car used, do they have to fix it?

If it is a recall and not a TSB, yes, they have to fix it.

my local mechanic, who would lose the business to the dealer, said yes - dealer has to do recall repairs.

not if you're out of warranty, if you are in the warranty coverage then they do. TSBs are simply notices of how to deal with certain problems. A SSC/special service campaign/recall is usually considered a safety issue and thus is not dependent upon the warranty being current.
