while doing my first spring cleaning of the brake pads on my 2017 Prime, I noticed that all the pads have two sets of shims on, one on top of the other. Is this normal for this car? It's the first time I've seen brake pads like that.

Are Gen 3’s got dual layer shims front and rear. IIRC all our past Hondas were similar.

the outer shim is typically smaller than the inner one, which helps if you’re scratching your head.
