Device to flush used smart key fob, make it "virgin"

I bought a used smart key fob for my Gen3 Prius, and later learned it has to be reset to be registered to my car.
I had exactly the same failure showed in this video:

After some research, I conclude the failure is because the key I want to register to my car is used, not "virgin".
Dealer and locksmith probably won't program a used key, and they are expensive. I found there is a way to do it by myself.

Anybody know where I can buy the device in the above video to flush my used smart key fob?
