I have a 2007 Touring. I understand day time driving lights are required in Canada and other places. That would lead me to believe that Toyota puts the wiring harness on all cars, which would mean a sensor is all that is needed. Does anyone know or have done this?

No, not correct. Canadian Prius have entirely different head light systems. Your Prius has HID headlamps, which do not have a daytime driving light setting. In Canada Toyota used halogen headlamps to allow for auto-on and daytime driving lights.

What about the US cars with Halogen lights, can it be done on them?

It can be done, but you need a new wiring harness.
