Who uses this during charging and should I do it often, only at times or when? I’m sort of confused on this feature. I know what it’s for where it can keep the car warm or cool but how often should it be used and why?

It should used whenever you think the car will use a lot of energy either heating or cooling the car so that it can use the grid electricity rather than drain the battery.

Meaning if I leave it on while charging I won’t have to turn on my heat or a/c while driving?

don't know the details, but prime has battery preconditioning, which helps make it more effective.
