    U.S. Rep. Brad Sherman introduced a bill Nov. 19 that would grant hybrid vehicles special exemptions to travel in HOV lanes.

    what does this mean??? I just want to go in carpool. They need to stop messing around and just pass it already. I wanted to be in the fast lane before the 1st.
