Do you have Toyota dealerships where you are? The simplest way to get the right pads (and shims) is through a dealership parts department, if possible.

If you need to order, I believe this is the part number:

    04465-52320

based on this (US) website (item #17):

Front Brakes for 2012 Toyota Prius C | Toyota Parts

I'm not seeing the shims there. And I would suspect ordering that part number, you would get sufficient pad for all front brakes. Perhaps shims are included, not sure.

    Amayama might work for you:

Genuine Toyota 04465-52320 (0446552320) PAD KIT, DISC BRAKE, FRONT - Amayama

I've used them several times, very reliable and good prices. Besides shipping charge, no extras like taxes or import duties.
