Try this: while holding the button in, push the stalk forward as if activating CC.

Mine is very temperamental and this trick works for me.

 

Mine is temperamental as well and have done what DonDNH has done and usually works. I did grab a used one from the junk yard when I went to find a broken top glove box and plan on replacing mine later this week.

Check out this YouTube and the beginning part is what you will basically have to do to replace the cc stalk. You can also look at YouTube for clock-spring replacement and that will show you how to remove the airbag to get to the screws that hold the cruise control in.

 

Rule out the brake light switch first. It may be iut of asjustment or simoly bad.

 

Do all the other buttons on the wheel work perfectly, all the time? Try the air recirc button. If other buttons don't work, the clockspring cable is at fault and that's a fairly common problem. There are other threads on that, and it's not a difficult DIY, as long as you're comfortable working around the airbag and follow instructions carefully. It looks like there's a pretty good used market on the CC switch, so that's probably fairly common as well.

 

I had the same issue (cruise was intermittent, slowly became harder and harder to get it to turn on). circ buttons didn't work. Eventually I replaced with a new clock spring from Amazon. It fixed the cruise control but then the airbag light was on. I wouldn't recommend the cheap clock springs from amazon or eBay -- not when the airbag is involved... I spent the cash on an OEM spring and it resolved the airbag light that the other "new" clock spring caused, and my cruise works too.

 

I also had a faulty cruise on the 2009 I just bought. I took off the back of the control switch on the stalk. You can pry off the plastic back with a knife and there is just one small Phillips screw to remove. There are two leads attached to wires in the stalk. Clean the back contact surface with very fine sand paper. There is also a little triple forked piece of copper metal that is moved by the on/off button on the stalk. Also sand and aling these so they look identical. This piece came out in my Prius probably from a small piece of broken plastic. I just superglued it back in place so it would be touching the other two leads. This took two tries but it works fine now and cost me only a half hour of time and no money
