Your question was a bit telegraphic but I think you are asking about the process of rebuilding a traction battery using the newer Gen II modules. In that context, 'balancing' means making sure that (a) you've chosen 38 modules that are all very close in actual capacity, and (b) you've brought them to very nearly matched states of charge before installing the assembly in the car. A bit tricky and time-consuming to do right and calls for some special equipment and preparations; if you search this forum you will find a lot of threads with details, enough to give you plenty of good reading material that will be worth your while.
