Annoying noise when steering Prius 2016

    Hello guys,
    Please help as I am going crazy about this noise, crackling noise when steering left right. I have a video taken but I can't upload.
    The noise occurred more that a year ago, happen when the car is stationary only and it is on parking or foot on brake, in neutral don't make noises or when the car is on the move. I have compared with another car same conditions and that car don't make this noise in the same conditions.
    I own the car since brand new serviced only at Toyota dealership and they are clueless useless unskilled about this situation. Any ideas what can be the cause of this noise? Please....please don't start saying is normal noise the same like Toyota dealership did....I am fed up about this.
