2014 Prius, Bad cold snap, turn signals/hazards suddenly stop working

Hey guys, so I have a 2014 gen2 Prius. We got some pretty harsh cold weather here. Base temps got as low as -7F without wind chill. I got home from work in the evening. Woke up to find that both my turn signals stopped working, and pushing the hazard button does nothing as well. When I do try to use my signals (muscle memory and hoping it works again), I hear a strange, almost grinding type noise (hard to describe) coming from right behind my steering wheel/dash. Could this be related to the cold? I'm totally at a loss. This is my first thread as well, so if there are things I haven't included that would help, please let me know. Thanks guys!
