2013 Prius wiper dead

I have voltage on the plug on separate pins for low and high replacement of motor did not help

 

Ground is good voltage to motor I must have bought a bad part from Oreileys

 

I’m getting 13v on the plug i haven’t tried taking the motor off

 

I had it off t mech and plugged it in no run

 

Thanks for your help. Knowing the pin layout made it easy I don’t have the voltage where it should be. Ordered switch from eBay hoping for fast response.
