2011 Prius Suddenly won't register key draining battery dash board says "depress break pedal"

-Break lights turn on when pressed
-key fob new battery but car wont recognized key fob even when pressed upon button
-replaced battery 12v twice, car seems to have vampiric drain
-been 2 different technicians and a key fob technician come check it out
-the key fob technician was able to read this code error number U0155 "LOST COMMUNICATION WITH INSTRUMENT PANEL CLUSTER (IPC) CONTROL MODULE"
-one mentioned may need key fob be re programmed

stuck with what to do... got the car at the shop they mentioned to get a locksmith programmer they seem lost as well

anyone have any thoughts or advice, will be greatly appreciated...
