(HID headlights)Both the low beam lights and fog lights went out at the same time. High beams work. Prior to that the passenger side head light would flicker in and out, then turn off. After switching the headlights off then on, they would turn on instantly.

The difference between high and low beams is a shade that covers the high part of the beam when in low beam mode. So the both lights OFF isn't the bulbs. I'm not sure on the Prius, but another of my vehicles turns the fogs OFF when high beam is selected. Maybe there's a relay that failed.

An HID bulb that flickers OFF but restarts when turned back ON is worn out. Replacing the bulb will probably fix it. It could be the ballast, but probably just the bulb. There are a lot of low quality HID bulbs for sale, including ones packaged as Phillips. Best bet is a Phillips brand bulb from Home Depot. eBay/Amazon bulbs may be counterfeit Phillips if the price is less than $50 or so each.

Yes Home Depot has good prices on these bulbs. Plus there is a code on the box to verify they are not counterfeit

I switched my assemblies, and wired in connections, to Halogen and works fine, plus is way more cost effective over the long term and even the short term at least seems.
