2002 Prius strats on 2nd try

I had to remove the inverter to fix a connecter on the ABS system, which is located behind the inverter. After reinstalling the inverter check engine light with code P3191 and the inverter warning light came on. I drove the car check engine light went away but the inverter warning light stayed on.

The car runs fine except that it does not start first time. I have to turn on and off the ignition switch and then start.

Any ideas or suggestions.

 

Finally took it to the dealer. They fixed it for $180. There two problems
1. The battery service plug was not installed correctly
2. Throttle body and intake was dirty.
