I have tested my 12 V battery ( this is the battery bought from AAA) currently it is 11.6 V when it should be 12.6 V. Has anyone had this problem where my gen 2 prius sometimes does not start up because of the low volts on the 12 V battery ?

I don't think a Toyota branded 12 volt is going to make a huge big difference the kind of 12 volt you buy might make a difference like glass mat versus flooded liquid etc. But you never know the Toyota dealer may be having a sale and you might do okay I do fine with the $193 battery from Walmart what are we 51R I think or something like that never have any problem with them till they die but I drive the car so that's every 3 to 7 years depending upon whatever it is everything depends on and then one of the cars we have one of these universal batteries what kind you put in alarms and whatnot. Works just great. The 12 volt and the Prius doesn't really do anything power up the computers the lights everything in my car is LED so not a lot happening I guess.

Tell me in the future when it does fail. I say it fails at 7 or 8 years

my original lasted 7 years, and i had never put it on a charger while in florida for 2 months every winter. a good battery, no doubt.

You are not driving enough to keep the 12 V battery fully charged. Buy a automatic multi-stage battery charger and use it regularly.
I've been regularly charging my new in 2016 12 V and it is still holds 12.8-12.9 V (after surface charge bleeds off). That's coming up for 7 years in Sept.

    [EDIT]
I should add, the battery I replaced was the OEM original from the factory battery. So that one lasted ~10 years.
