For what it is worth, I too had placed my HOV sticker in the bottom window of the rear hatchback as I did not want to stick it to the rear bumper....
I mailed my application to the DMV on 10/4. My check was cashed by the DMV on 10/21 and my stickers arrived in the mail on 10/24.
