Gave in and took it to Toyota. Found a short somewhere in the wire harness between the steering column and passenger side fuse box. Not good!
Checked everything. New bulbs, fuses good, replaced turn signal switch too. Still No 12v power at the low beam fuses. HI Beams work, DRL works...
