I did my oil change this weekend and confirm: 64mm is the correct size. I bought the wrench on eBay. Works perfectly, perfect fit (was a bit hard to remove!).

215 in. lbs. is equal to 17.9 ft. lbs. That still sounds a bit tight but I'm sure
    Toyota knows what they're doing.

As far as 64mm cap style oil filter wrenches, I think my liquid cooled
JD rider uses the same size. The JD filter was on so tight from the factory I had
wrap one layer of a paper towel over the end of the filter and then put
the cap wrench on to keep it from slipping. Are these cap style tools
measured across two inside parallel flats?

I went to a Toyota dealer close to work today at lunch. I was picking up an oil filter and oil filter wrench. I know I could get them cheaper on-line but this was quick and easy, or so I thought.

I had the part numbers but when the counter guy asked me what I needed I told him an oil filter and wrench for a 2010 Prius. He took off to the back before I could give him the numbers so I thought he knew what he was doing. He brought a can type filter up front and tried a few filter wrenches to see which fit. When I told him the filter is a cartridge type he said, "Oh no, this is what they all use." When I insisted the 2010 is different, he went to talk to a tech about it.

While he was away I picked the TOY640 wrench off the display and laid it on the counter. He finally returned and had the correct filter, but now he told me I didn't need the wrench as there was a socket wrench type hole in the cartridge housing. I insisted again that the wrench was needed and he left to talk to the tech. He returned with a used wrench to compare to the one I had got and said, "Yeah, that's it." I guess now he's the expert :)

I'm glad I have decided to do my own oil changes.

At least they sold it to you. My dealership swore Toyota specifically forbade them from selling tools to consumers

As a heads-up, the eBay seller that folks have been using has raised his price from $6.95 to $9.95. Shipping is still $4.95. Also note that you have to look around for the $9.95 price. He also has the same item listed for $17.95...

Since I'm doing all of my own oil changes, I just picked one up at the $9.95 price.

First trip to my dealership went about the same way, wrong filter and can't sell tools to customer? Had to argue about the filter and just gave up on the cap wrench, I used amazon for that. Really sad situation!

I've been search this forum for links to wrench but only the expense ebay is available.

If anybody knows where to not get gouged for a wrench please post it.

Thanks for the link. When I search for it it comes up $17.00, but with your link it is $10. If NAPA doesn't have it then you just saved me $7 bucks.

I'm not pushing for this guy as I don't know him and a cheap one would work just fine, but seriously, this thing has heavy welds and is built quite strong.

I doubt its stainless but it looks like it!

I found these 2 for 5.99 plus shipping, guess you could sell one but
    they look really light duty.

    http://www.amazon.com/gp/product/B002INMQH2

and the part number for the Asenmacher wrench is:ASTTOY640
Best price I found was about $13 plus shipping it looks like it might be shallow good for a cartridge in a tight space but not for a canister since some bulged on top.

Assenmacher Specialty Tools TOY640 - Toyota 64mm Oil Filter Wrench

I bought the one on ebay for $10 if you follow the link provided by windstrings.

The best search term form me has been "64mm 14 flute"

Don't forget to buy your magnetic drain plug too!

Now go get that dirty oil out of your car.

Whatever you get... just make sure it has 14 flutes or its not going to fit.
Copied from the ebay link I provided:

BTW. the pics on that amazon link doesn't specify flutes "that I saw" and they do look very cheap and thin. If they are the right size I'm sure they would work though... if they don't bend where the socket extension fits.

I verified the torque values with the Toyota maintenance procedure, 18 ft/lbs for the filter cap and 27 ft lbs for the drain plug are the recommended values. My previous vehicle had a canister type filter with a plastic lid also and its recommended torque value was the same, 18 ft lbs. The 27 ft lbs for the drain plug seems a bit high to me but I think that is the value required to properly crush the crushable washer?

Price does not include Shipping ..... Shipping cost me almost as must as the wrench (bummer). There may be more cost effective solutions out there ..... but this is one option that I can speak about. Painless transaction, shipped within 24 hours of booking the order on line - received the wrench 4 days later ...... did the job nicely.
