I wish the article had provided a comparision diagram of conventional versus the ejector. I've got a rough idea of what they are doing, but really need a picture to see how. I also wish it had stated the expected efficiency improvement in percent or something. Sounds like a nice incremental improvement for the AC.
It'll probably be activated by pushing the "super eco" mode where all your passengers are ejected for maximum mpg.

That's only available with the "Q" package. You also get forward and rear firing lasers (since the Prius includes a battery pack, it can be used to fire a megawatt laser, replacing those antiquated machine guns on previous "Q" models).
