Rust in paint chip - how to fix?

    I can go to my dealer and purchase the touch up paint (matching my color code, etc.), but how do I get rid of the rust inside the paint chip?

    Also, what can you say about 'blobs' when using touch up paint?
    That's the key word used when cautioning DIY paint touch up.
