    National Public Radio (NPR) just covered the controversy: http://www.npr.org/templates/story/story.p...storyId=4285399. Non-HOV vehicles are referred to as "slugs" and the slugs are mad.

    Need to redirect the effort to minimize vehicles and strive toward ZEVs, not grant special status to a select few.
