What, no undertray diffuser?! It provides good reduction of the rear vacuum with no drag. See it on racing Corvettes. Under the rear, where you would expect a spare tire.

I would not mind buying the whole kit if I had to just to get the skirts. Max price I would pay for the whole kit would be about $2500. I would pay $1000 just for the skirts. I thought about making my own but I don’t have the equipment or the experience to do so.

From those comments I guess you haven't been messing in the import scene very much, Evan. Body kits are very expensive. Especially the ones from Japan (the good ones). Shipping usually costs more than the part, because they are so big. BTW, the good parts come from places like Japan because there is a large enough market there to have the parts vacuum molded. Here (North America) there hasn't been a very large market, so the parts are hand made on hand made molds, using spray on glass fibre. They usually don't fit, have defects, and are heavy.

I like the wheel skirts too. But I wouldn't install the entire kit, which I suspect you'd have to do in order to get the wheel skirts to fit. And I wouldn't pay that much for either the entire kit or the wheel skirts alone.
Personally I think the backend of that Prius is butt ugly. I understand how aerodynamically it makes sense, but ... yuck. But to each their own. That's the joy of being individuals. More importantly, what wheels and tires are those? The rims are definitely not stock, but the sizing of it all doesn't look very far from stock. Am I mistaken?
