After engine break in, we stayed around 48.5 to sometimes 50. It got stuck at 47.1 and about 2 weeks ago, went to 47.0. At the last oil change, I stressed my desire for 3.5 quarts and finally got it (I'm not always there as my wife drives it during the week). The 5 minute bars seem to be better, but the average does not change. Is it a lifetime average? We are only at around 20k miles.
It sounds like it's your lifetime average that's being displayed. I don't know if the '07 MPG display automatically resets after a fill up or not, but it sounds like it doesn't. The next time you fill up you could try resetting the MPG on the consumption display.
The higher the mileage the higher or lower the MPG has to be to have an impact on the lifetime average. I reset my MPG at each fill-up and maintain my lifetime average on a spread sheet. I like to know what MPG I'm getting with each tank. If the mileage is out of the norm for a tank, I can start looking for reasons why, like low tire pressure, oil overfill, etc. I would never see that if I didn't do a reset. Cold weather will definitely reduce your mileage.
If you want to see individual tank average you need to touch the 'reset' button after each fill up. On the '06+ Prius the display is an average since the last reset...or lifetime if you never hit reset. On the '04-'05 the MPG automatically reset at each fill up. Personally I'd prefer if it showed both...lifetime and an auto reset tank average.

The 06 thru 08 resets the miles per tank, but not the MPG display. The 04 - 05 resets both the miles and MPG at each fill-up. Turn your car OFF when fueling!!!
