You can glean a lot on this subject if you Google neoconservatism and Leo Strauss (founder of the neocon movement, so to speak). Strauss' followers that include Cheney, believe they are on a mission so nobel they need not be constrained by things like the constitution.
Not that I condone what Cheney is doing but he is laying the groundwork to make Hillary the most powerful president ever. What is his contingency for that? Or is he so powerful that he knows future election results. Big gamble for him.
