It's a shame there aren't any more pictures or a more detailed description as to what was done with the car. All I noticed were the new wheels.

Unless it's significantly quieter, and has better seats than a stock Prius, I wouldn't consider it to have any more "luxury".

I don't see it. It's a shiney, silver Prius. With different wheels. It's not like you can't get a Prius in silver. Not many people will notice the difference. Why not get a color they don't offer? Like a dark blue. Or go wild with a fuschia. I'm sure you could get a lovely custom paint job that doesn't involve flames. I just don't see $20,000 here. Of course, I don't see the interior. But as far as the paint job goes I think that was a total waste.
All that money and the buyer didn't even get rid of the exterior antennae sticking up? I will never get used to how silly that thing looks (instead of a sleek sharkfin) atop the clean and elegant lines of the Prius minimal look.
