At least my dealership does. If it's a private party selling the car, you may just have to pay for the carfax report.
My local credit union also provides free car fax reports. So if the dealership cannot help you try your local bank or credit union.

If you can't get a free one from a dealer or bank spend the $20 or $25 to get the report from carfax. Scammers know the "easy" states and will move a car through them. This is how salvaged cars can get clean titles or odometer fraud covered up. I believe (but do not know) that Carfax will warn if no data is available.
