I'm guessing it's for privacy. You can see out the lower rear window, but it's harder for someone to see in.
well, originally the brake light background was black so the tinting matched it. Now it's chrome. I think it's more for style. The C-Class hatch (oops, coupe) has it tinted but the Euro Civic Hatchback's lower rear window isn't tinted.
