ICE stands for In-Circuit Emulator. It's special hardware and software used to debug software running on a chip in a situation where you don't otherwise have access to the software. I've used it mainly for developing embedded software, for bringing up chips that have just come back from the manufacturing plant for the first time, and for tracking down the problems in chips that have returned from the field with errors.
