It could be they want it out there but can't justify the expense of printing more hard copies or creating an e-book for download. They may not know how much in demand it is. If their copyright it clearly part of it, you may convince them to allow you to provide it for free as a service that benefits those that want it and costs them nothing. It's worth a shot. In the meantime, those interested may want to "review" it while they have the chance. (I have a hard copy and I've enjoyed reading it. No, not interested in selling it.)

The Friends of the Fairfax Library are having a booksale in April. Prius that shook the world is listed as one of the titles. You might be able to negotiate a pre-sale with them if your offer was juicy. Spring Book Sale
