I have never looked at or noticed the rear tail pipe. If you don't have ramps roll one side of the car up on a curb now you can safely crawl under it and have a look lifting up on your tailpipe You will see a little bit of flex pull down on the tail pipe see if that center section all magically lifts up If so you need to look along the pipe length and see if there any broken pieces of rubber that go on the round stud looking ball end things sticking out and strategic places there are these rubber suspension hangers that have a hole in the top and bottom what have you that slide on to those studs and over those ball ends and then the other end goes on the chassis tab anyway looks like one may be broken or missing I have had cars where the pipe almost hangs this low and I take it to my muffler guy and he pushes it up with his stand sometimes he heats the pipe up and lets it naturally find its place while he has the pipe holder in place from the floor up to the pipe then when he has it hanging like he wants it and he lets it cool and lets everything go to make sure it stays but all the hangers and the rubbers need to be good and in place but I like mine tucked up a lot more than factory posting pictures here for me is a real pain so no need when you look under my generation to you have to look for the pipe It's not hanging down at all.
