Are you in Florida or Vermont at the moment?
If this is something that just suddenly occurred, and the weather is freezing, it's possible your parking brake cable is frozen and not allowing the PB to release. As mentioned earlier, check for abnormally warm/hot rims/brake mechanisms.

True enough, but given all of the OP's recent posts, I would start with a complete inspection of the brakes.

If you watch your energy gauge, there is always a bit of regenerative braking when you let off the gas pedal. This is to make the car feel familiar to people who are used to driving a conventional car, and experiencing a bit of engine drag. If you watch your energy flow animation screen, you can see that the gasoline engine is off while you are coasting, therefore it can not provide any engine drag.

    READ-
I had NO PROBLEMS with the Prius before I tried to bleed the breaks-

***I was averaging 42MPG, but after bleeding the breaks, the breaks started dragging & now I'm averaging only 23 MPG

While the engine is typically off (and not turning) while you are coasting, that's no obstacle to the car using engine braking when it chooses to. All it does then is use the transmission to deliver wheel torque back to the engine, which then naturally turns (though remaining, otherwise, off: no fuel, no spark).

Returning to the OP's issue, there are still a number of possibilities for what might cause the feeling of slowing that the OP is noticing. Checking for warm rotors isn't a bad place to start.

There was a little protocol I worked out for that sort of a test to make it as sensitive as I could.

Given that the OP strongly suspects something about the brakes, that rotor warmth test would be a sensible start.

Out of my current Gen2 and previous TurdGen, this Brake Actuator job was the most stressful, PITA job I've ever done....even more so than the Gen4 into Gen3 Engine Swap! If you're not willing to do this swap yourself, sell the car while you can..because it doesn't make any sense to pay the high prices a shop will charge for this job.

I had ABS lights on when I bought my Gen 2 a little over a year ago. There were no codes. the pump was pretty active. I ran through a tech stream diagnostic that exercised the brakes and the light went away.. A year later and lots of miles it has not come back... Worth a try.

Exercised the brake? Do you remember was it a linear valve recalibration ? Did the pump still run constantly, thanks in advance. I just did a brake fluid flush after read people got good results but I didn't get any results I flushed it alot alot almost used a gallon of break fuild reset the 3 abs lights 2 days later popped right back up

Sorry. Didn’t see this till just now. I will hook up techstream tomorrow and let you know what version it is and what the procedure was called

I can tell you that the brakes worked fine (probably no abs) but it was pumping. Not constantly. Maybe every few minutes??
I think the thinking is that by going through this procedure you may free up a stuck value
The pump hardly comes on now. Maybe when I first get in but not during driving. No abs lights since that day Prior to my ownership a young guy owned this car and really drove it hard. Not sure if that has anything to do with it

I am curious how you bled the brakes. Was this a fluid hanger or to try and address an issue?

on one car I did a fluid change and thought it was cool the the pump would do the work if you had something holding down the brake pedal and you opened a bleeder valve

AAA Took the PRIUS to Exclusive Hybrid [google them] 50 miles away from me-
    They found my problem
Prius will be ready on Tuesday

--Exclusive Hybrid -They know what they are doing, when it comes to the PRIUS

I need a Brake Actuator NOW [not soon] & 2 front calipers-
The breaks were dragging, that is why I was losing MPG

It will be an EXPENSIVE REPAIR.

But it's a lot cheaper to Fix It... Than to buy a New Car

I thought we had been through all this before with you and your car maybe not those are pretty easy things to determine even without a good scanner calipers and break actuator.

How was it determined that you need a new brake actuator? Are there trouble codes that you have not already posted in your many other threads?

Same reason lots of people do: it's way easier than (successfully) finding an earlier thread. Lighten up Francis?

Exclusive Hybrid diagnosed it with their shop Code Reader.

They also told me that my
Hybrid Battery is still in decent shape for it being 17 years old.

I misread that at first, as "how did you determine you needed a new thread"...

Out of curiosity, how much is a reputable shop charging for a brake actuator replacement in 2025?
