There were a lot of dead ends in my first attempts to answer this myself, but I struck gold where the author of the Dr. Prius app listed OBD2 devices which do and don't work. There was special praise for the Veepeak and the Panlong. By "hybrid functionality", I mean being able to at least get health information on the high voltage battery.
Here's a link to a recent, detailed thread on exactly that topic. The Dr. Prius app gets a lot of attention for its ability to show hybrid battery stats, but it also seems to be completely blind to other major systems in the Prius. The Autel setup is one of very few that lets you see the whole enchilada.
Jack of Dr. Prius app and I were texting this morning and told him that harbor freight now sells a Bluetooth OBD2 reader for $60 and he headed out to buy it and try it and it doesn't work. It is branded as Zurich, but he said its manufactured by Al-Tec and doesn't use ELM327 protocol and he got charged a 20% restocking fee even though he didn't even leave the parking lot. I'll add this comment to the other thread too.

I updated with my ThinkDiag experience in post #57 for the Gen 4 Prime. Along with some support search for the Gen 4 Prime a couple years ago. ThinkDiag now has a version 2 that might or might not have support for Prius Primes. Again, do your homework ThinkCar ThinkDiag User Manual — THINKCAR
